We are looking for Associate Civil Engineers for our Water Supply Planning Division.  The group is responsible for assisting and guiding both external and internal customers with planning tasks.  The position will require a person with the unique ability to be both detail oriented and broad thinking.  We want an Associate Civil Engineer who will understand the technical aspects of water delivery, water supply, and the planning process while also being able to plan on a region wide scale.

We are looking for someone who can work well under pressure, meet multiple and sometimes conflicting deadlines with pressure from both internal and external customers.  The position will also require communication in both the written and verbal aspects. It is the position responsibility to explain complicated details in a common sense way, to keep their cool in heated negotiations, and to write planning documents in an understandable way.


Tasks vary broadly and include: 

  • Working with the development community as projects go through the CEQA, EIR, and Map Act processes.
  • Working with the County Planning Department as they navigate environmental and planning process as well as with County Code and General Plan updates.
  • Creating and/or updating and maintaining the water supply system model for both delivery of water and supply of water.
  • Updating or assisting in the update of the Master Plan, Water System Infrastructure Plan, Urban Water Management Plan, and other various high level planning documents.
  • ​Producing engineering reports, grant applications, and board letters as they relate to projects or studies that are the responsibility of the group.
  •  Participation in public meetings.
  • ​Monitoring water supply related legislation, grant opportunities, and industry trends​
  • Other duties may be assigned as warranted.


Specific Essential Duties & Responsibilities

​We expect the incumbent in this position to be responsible for the following specific essential duties:

  1. Being the point of contact for Zone 40 including updating planning documents such as the Water Supply Masterplan and the Water System Infrastructure Plan.
  2. Project manager for the update of the Urban water Management Plan (every 5 years) and Annual Water Supply and Demand Assessment.
  3. Providing technical support to developers and their engineers on topics such as demand analysis, facility requirements and phasing, and water study assumptions.
  4. Backing up system modeling tasks for both water supply and the water delivery system. Project manager for model update.
  5. Developing Water Supply Assessments per state bill and following through to board approval.
  6. Being the lead on interpreting the Capital Improvement Plan as it relates to timing and phasing to provide appropriate levels of service.
  7. Could be responsible for supervising employees at any time.​
