Sacramento County Groundwater Sustainability Agency – Groundwater Fees

​​The Sacramento County Groundwater Sustainability Agency (GSA) (a joint effort of the County of Sacramento Department of Water Resources and the Sacramento County Water Agency) will be considering new groundwater sustainability fees in our GSA areas of the Solano Subbasin and Cosumnes Subbasin. These fees will fund important groundwater sustainability work including monitoring groundwater conditions, complying with state regulations, and implementing groundwater sustainability programs.

​In 2021, ​the Cosumnes Subbasin, the Sacramento County GSA adopted a $10/irrigated acre/year fee. In 2025, the Sacramento County GSA Board will consider an additional Public Water System Fee (up to $1.58/acre-foot of water used) and a Base Parcel Fee (up to $35.59/year) to bring all groundwater users in the subbasin into the fee program.

In the Solano Subbasin, the Sacramento County GSA Board will consider a base fee for all parcels within the GSA area. This $1.54/assessable acre fee will fund groundwater sustainability monitoring and planning efforts in the Delta portion of Sacramento County.

The Sacramento County Board of Supervisors (acting as the Sacramento County GSA Board) will introduce the two fee ordinances at their regularly scheduled meeting on May 20, 2025. A formal hearing, ahead of the Board considering the ordinance, will be scheduled for July 22, 2025. Join Sacramento County Groundwater Sustainability Agency (GSA) staff to learn more about groundwater sustainability management in the Delta portion of Sacramento County.  Information regarding a new groundwater sustainability fee (a proposed $1.54/assessable acre per year fee) will be

shared ahead the County Board of Supervisors consideration in July.  Sacramento County GSA is responsible, in coordination with other area GSAs, for complying with the California Sustainable Groundwater Management Act and implementation of the Solano Subbasin Groundwater Sustainability Plan, which was approved by the state in 2024.
