Stormwater Utility (Drainage)

The Department of Water Resources is the organization primarily responsible for drainage and flood control within the urbanized and urbanizing portions of unincorporated Sacramento County. The drainage and flood control system operated and maintained by Sacramento County consists of 1,443 miles of storm drain pipe, 400 miles of creeks and open channels, 33 pump stations, and 18 detention basins. Municipalities and local reclamation and flood control districts provide additional drainage and flood control services within their jurisdictions. 

**NEW Stormwater Utility Fee (SWU II)

The Sacramento County Department of Water Resources (DWR) is introducing a new Stormwater Utility Fee, known as SWU II, specifically for areas of new development. This fee is designed to cover the costs associated with operating and maintaining storm drain infrastructure and Low Impact Development (LID) facilities, including the additional expenses required for LID maintenance. Developers who wish to install LID improvements in the public right-of-way or on land maintained by the County will be required to join this new district, provided their plans are approved by the County. By implementing SWU II, the County will assume ownership and responsibility for maintaining storm drain and LID facilities within its right-of-way and on County-owned properties.

DWR is actively collaborating with the development community to develop innovative solutions that promote new development in the County. This partnership aims to ensure that new developments are sustainable and well-maintained, benefiting both the community and the environment.

Drainage Mission

Our mission is to protect the community and its waterways:

  • through sound planning, construction, repair, and improvement of drainage and flood control systems
  • monitoring pollutants in local creeks to protect the water quality
  • educating the community on ways to keep creeks and rivers pollution free

Coverage Area​

We also work with the Sacramento​ Area Flood Control Agency (SAFCA) in the development and implementation of regional flood control projects and revisions to floodplain mapping. ​
