Elder Creek, Gerber Creek, Laguna Creek and Laguna Inter-Basin Transfer

​The Sacramento County Department of Water Resources, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the County's intent to revise the 1% annual chance (100-year) floodway for Elder Creek, generally located between Millbrook Circle and Florin Road. Specifically, the floodway shall be revised from just upstream of the Millbrook Circle crossing to approximately 590 feet upstream of Florin Road along Elder Creek. As a result of the LOMR, the floodway shall be widened and narrowed within the area of revision.

The LOMR will also result in:

  1. The establishment of Base (1% annual chance) Flood Elevations (BFEs) on Gerber Creek, north of Gerber Road.
  2. Increases and decreases in the 1% annual chance water-surface elevations.
  3. Widening and narrowing of the 1% annual chance floodplain.
  4. The LOMR will also result in the establishment of BFEs, widening and narrowing of the 1% annual chance floodplain for the Laguna Creek Inter-Basin Transfer and Laguna Creek from downstream of Vineyard Road, along the Central California Traction Railroad, to the confluence with Gerber Creek.

The County of Sacramento is applying for a Letter of Map Revision (LOMR) from the Federal Emergency Management Agency (DHS-FEMA) on behalf of Lennar Homes of California and Taylor Morrison Home Corporation, with assistance from MacKay & Somps Civil Engineers, Inc., to revise FIRM panels 06067C0307H, 06067C0326H, and 06067C0327H, for the County of Sacramento, along Elder Creek from upstream of Florin Road to Millbrook Circle, and along Gerber Creek from downstream of Gerber Road east of Vineyard Road to the confluence with Elder Creek.  Lennar Homes and Taylor Morrison are proposing to revise the FIRMs to reflect constructed improvements that include new detention basins adjacent to Elder and Gerber Creeks, widening and deepening of Elder and Gerber Creeks, and subdivision development along the Elder and Gerber Creek corridors. 

As a part of this effort, the County of Sacramento is applying for a LOMR from the DHS-FEMA on behalf of the County of Sacramento to revise FIRM panels 06067C0326H, 06067C0327H, and 06067C0329J, for the County of Sacramento, along the portion of Laguna Creek known as the Laguna Creek Inter-Basin Transfer, from downstream of Vineyard Road, along the Central California Traction Railroad, to the confluence with Gerber Creek.  The County of Sacramento is proposing to revise the FIRMs to reflect constructed improvements that include detention basins along Laguna Creek.
