Mitigation is the effort to reduce loss of life and property by lessening the impact of disasters. Mitigation is taking action now—before the next disaster—to reduce human and financial consequences later. Effective mitigation requires that we all understand local risks, address the hard choices and invest in long-term community well-being and resilience. The Hazard Mitigation Grant Program (HMGP) is a funding mechanism to promote hazard mitigation activities such as home elevation after a disaster has occurred.
You can't apply on your own for this grant. You must go through Sacramento County to be considered. The process starts when we gather requests for assistance and submit a Sub-Application to the State of California, Governor’s Office of Emergency Services. From there, the State submits an Application to Federal Emergency Management Agency (FEMA). Once awarded by FEMA, funding is funneled through the State, and then the local agency.

The County of Sacramento Department of Water Resources Floodplain Management Section was awarded Hazard Mitigation Grant Program (HMGP) funding from the Federal Emergency Management Agency (FEMA) for property owners with homes that are at risk of flooding to elevate their homes above the 100-year floodplain.
