Background
Phase 1A will abandon old distribution pipelines located in backyards, install approximately 3 miles of new distribution pipelines within street right-of-way, install 105 new service lines and meters, install new or replace 27 fire hydrants and 24 backflow preventer assemblies. This Project will provide several critical improvements to the Arden Service Area’s distribution system:
- Improved system reliability and additional fire-flow capacity: Larger water mains will help provide better system redundancy and additional water supplies to meet fire flow requirements.
- Meet separation standards for drinking water mains: New water mains placed into the street-right-away will help SCWA meet the current separation requirements from sanitary sewer and drainage facilities.
- Lower operation and maintenance costs: The replacement of older and undersized water mains will reduce maintenance cost of day-to-day operations.
- Meet state deadline for water meter implementation: The installation of water meters will achieve system compliance with the state requirement that all water services have meters installed by 2025.
Project Update
May 24, 2019
SCWA would like to provide updated notification regarding street restoration for the remaining areas, starting the week of May 27th and ending the week of June 3rd . Please note, vehicle parking will be restricted and partially closed for portions of the day. Barricades will be posted forty-eight (48) hours in advance with the noted parking restrictions. Please use the dates listed on the barricade as the official warning. Please turn off irrigation in the front yard the day before street paving.
Avoid driving on the new asphalt until the street is fully re-opened to avoid permanent tire marks and indents. The schedule is subject to change if rain occurs. Please plan your day and home services accordingly with the date listed on the barricades on your street. The tentative schedule below can be used as a reference:

We are currently working on day and nighttime work to
tie-in our new pipelines into the existing system. Water shutdowns for certain
areas within the project will occur starting tonight and throughout next week.
Please be on the lookout for door hangers indicating water shut downs in your
area to help plan your water needs during that time. Water shutdowns should not
exceed 4 hours unless an emergency occurs.
Additionally, over the next few
weeks (pending weather), the contractor will begin switching over the new
service lines on your property for to complete water meter and service
connection. Door hangers (see examples below) will also be provided for each customer to help plan
time around this work. As always, thank you for your cooperation and patience!

February 20, 2019
Phase 1A Water Line Disinfecting and Flushing
The week of the February 25th, the Contractor will begin disinfection and flushing activities for the new water mains within the Phase 1A project. In order to ensure that new pipelines are properly flushed of debris and disinfected prior to connection to the existing system, the pipelines must be filled and the water discarded. During this process water will be flushed out of fire hydrants, into manholes, drain inlets or into open grass areas.
Please do not be alarmed, this step is necessary prior to connecting into the existing system. Through this process we will also be collecting water quality samples for testing to make sure that the system meets state standards for drinking water. Disinfection and flushing will occur over the next two weeks. Once this process is complete, the Contractor will begin transitioning your service connection and fully connecting the meter assembly. You will be notified in advance of all planned water outages as part of this process.

In light of the Christmas Holiday early next week, our
contractor Mountain Cascade, will not be working on December 24th
and December 25th. Work will continue as normal on Wednesday,
December 26th through Friday, December 28th along Crocker
Road and Fair Oaks Frontage Road. If we experience inclement weather,
construction work will be postponed. We wish you Happy Holidays and thank you
for your cooperation!

The week of November 12th through November 21st
residents and commuters should expect road closures for the water main
installations on Hopkins Road and the Fair Oaks Frontage Road. The frontage
road will have limited access November 16th through November 21st.
If you live on the street where work is being performed, please let the flagger
or inspector know to coordinate ingress and egress to your home. Please look
out for no parking signs posted and follow detour signs. We appreciate your
patience during this time.

The week of October
29th through November 9th day-time commuters should expect road closures
for water main installations on the Drake Circle and Mills Road. Drake
Circle will only be half of the week and the remaining work will be on Mills Road. Commuters should
look out for no-parking or road closure signs along these
streets and follow detour signs for alternative routes. Please
drive slow for the cone zone.
October 22, 2018 Update
The week of October 22nd through October 26th
commuters should expect road closures for the water main installations on the following minor
streets: Lawson Way, Larch Lane, Ross Way and
potentially Morse Ave. Commuters should look out for no parking signs along these
streets and follow detour signs for alternative routes. Please drive slow for the cone zone.
A public presentation regarding the construction update on Phase 1A and the next design phase (2A) will be given at the Sierra Oaks Neighborhood Association Meeting on October 25, 2018. The meeting will be held between 6:30 pm - 8:30 pm at 171 Mills Road, Sacramento, CA 95864 (Sierra Oaks K-8). Those interested in hearing more about the progress of the project or have questions for the project engineers are encouraged to come.
August 31,2018 Update
Night installation on Fair Oaks Boulevard is underway for the new transmission main and will continue for several weeks. Mountain Cascade will resume installation on Fair Oaks Boulevard from the west end of the project and head east towards Watt Ave. Please watch for traffic control and merging lanes. Watt Ave will have saw cutting and potholing start Sunday, September 9th. Expect noise and traffic control. We appreciate your cooperation during this time and we apologize for the noise and inconvenience. Night work is the only time permitted to do work on major streets. Day time work will begin, Tuesday, September 4th on Drakes Circle and Mills Road for potholing. Main line installation for Drake Circle and Mills Road will follow the week of the September 10th – Residents and commuters using Drakes Circle and Mills Road should expect full or partial road closures and detours. Please spread the word among your neighborhood to avoid traffic impacts on these streets.
August 13, 2018 Update -
There will be 3-4months of night time work on Fair Oaks Blvd and Watt Ave, starting on August 6, 2018 from 8:00 p.m. to 6:00 a.m. Day time work on residential streets (Drake Circle, Hopkins Rd, Crocker Rd) is tentatively scheduled to begin August 20, 2018 from 8:00 a.m. to 3:30 p.m. Watch for signs and detours.
Post cards were mailed to residents near or in the project area.
Phase 1A construction began July 9, 2018. Customers within the project area have received a Permit for Temporary Entry (PTE) in the mail with the newsletter. Please sign and return the PTE to the Project Engineer to grant the contractor permission to do work on private property and activate the warranty for the meter installation. The contractor will notify each customer 3-5 days in advance when water meter installation is scheduled. Water service will be interrupted during the meter installation for at least four hours, please plan accordingly.

Follow-up letters regarding proposed meter box locations in Phase 1A that were not confirmed with our contracted consultant were sent in mid-June 2017. SCWA customers within the Phase 1A boundary that have not signed off on their site survey should receive a letter similar to the one provided below. If no conflicts are present in the site survey, please sign and send your form to the project engineer.
Follow Up Letter to SCWA Customers in Phase 1A
In early February 2017, letters with an overview of the project and a water meter information pamphlet were mailed out to all SCWA customers. Shortly after, SCWA will have its contracted consultant, Domenichelli & Associates, Inc. (D&A), begin to refine the design in Phase 1A, by making site evaluations. A representative from D&A, properly identified with a badge, will visit each property to determine the best location for the meter box.
What to Expect as Part of the Construction Phase
Meter Installation
Approximately 3-5 days before the water meter installation occurs, the contractor will hang a door tag on your doorknob (or fence) to identify the schedule for your installation. The installation for your property will typically take less than four hours to complete; however, it may prolong if any issues arise or if additional equipment and/or setup is required. Service connections requiring longer runs of pipe will require additional setups if a boring machine is used. During this time, you will experience an interruption of your water service. We will make every effort to minimize impacts to your residence or business; however, please plan accordingly the day of your installation.
Traffic
Expect delays during daytime hours on residential and minor roads. Work performed on major roads such as Watt Avenue and Fair Oaks Blvd, will be night work to help minimize traffic impacts. There will be traffic control measures implemented during construction including lane closures, reduction in travel speeds and short detours. Watch for signs and flaggers.
SCWA urges special attention for the ingress and egress of construction equipment in your area. There may be multiple
crews working throughout the project at any given time.
Tree Trimming
Where access is limited, tree trimming may be necessary in the roadway or the work area.
Noise
Expect an increase in noise during construction hours. No Project work is scheduled for weekends or holidays unless
emergency repairs are necessary. Construction hours for residential and minor streets will be between 8:00am and 3:30pm. Construction hours for night work will be between 8:00pm and 6:00am.
Road Restoration Work
Varying pavement conditions will exist throughout the construction period. Once water mains are installed, hot-mix asphalt will be placed on top of backfill and will be identified as “Temporary.” Full pavement restorations shall be completed per Sacramento County Department of Transportation (DOT) Standards. Final paving to be completed per the project schedule.
