Background
The Sacramento County Water Agency (SCWA) is authorized by the State of California to collect development fees for the construction of flood control and drainage system improvements. The following fee zones were established for the collection of drainage impact fees needed to fund drainage improvements within each of the following zones:
Zone 11A – Morrison Creek Stream Group Watershed
Zone 11B – American River Tributaries – Arden-Arcade Watershed
Zone 11C – Dry Creek Watershed and Watersheds draining to the Natomas East Main Drain
Zone 11W – Vineyard Springs Supplemental Drainage Fee
Zone 11N – North Vineyard Station Supplemental Fee
Zone 11X – Beach Stone Lake Mitigation Fee
California Code requires both an annual report and a five-year report be made available to the public that includes information about the fees collected and how the fees are being used. The annual report identifies the cost of each public improvement on which fees were expended and the date when public improvement will start. The five-year report demonstrates the relationship between the fee and the purpose for which it is charged.
