Project Background
This Project will provide several critical improvements to the Arden Service Area’s distribution system:
Improved system reliability and additional fire-flow capacity: Larger water mains will help provide better system redundancy and additional water supplies to meet fire flow requirements. Fire hydrants will be added to the project area to meet Fire Code spacing requirements (every 500 feet for residential and every 300 feet for commercial areas.)
Meet separation standards for drinking water mains: New water mains placed into the street-right-away will help SCWA meet the current separation requirements from sanitary sewer and drainage facilities.
Lower operation and maintenance costs: The replacement of older and undersized water mains will reduce maintenance cost of day-to-day operations.
Meet state deadline for water meter implementation: The installation of water meters will achieve system compliance with the state requirement that all water services have meters installed by 2025.

10/4/24**
McGuire and Hester completed the flushing and disinfection activities for the new water mains in Area A1 of the project which includes Watt Avenue from San Lucas to Las Pasas and Bodega Court. On Monday October 7th, McGuire and Hester will begin tie-ing in the individual service connections (from the meter) to the home's plumbing. This step will shut off water to each property for a minimum of four hours. Please plan the day accordingly. Door hangers will be hung to notify customers in advance of all planned water outages as part of tie-in process.

Due to restrictions on lane closure during daytime hours on Watt Avenue, tree trimming will occur tonight from 9:00PM – 1:00 AM on Watt Ave between Bodega Ct and Los Alamos and San Ysidro to Las Pasas.
4/22/24
McGuire and Hester have begun taking preconstruction photos in the back yard ahead of the service line crews. This preliminary work is necessary to install the new water lines from your home to the meter. The Permit for Temporary Entry (PTE) was signed during the site survey visit and grants the project team access to the backyard. If your PTE is not already signed, please reach out to our team with a request for an appointment at (916) 874-3070. As a reminder, the old water main currently supplying water will be abandoned with the project, therefore it is important to allow the contractor access to the backyard at various times to complete the work. The Contractor has already begun hanging door tags requesting backyard access to help coordinate entry. Properties that are not granting access during various stages of work will be flagged. Delaying access during the project will result in delaying your water connection. Only properties with signed PTEs will have the work completed for their new water line. Please help facilitate access so that we can stay on schedule. Current preconstruction photos and potholing efforts are for Area C: Castec Drive, Coronado Blvd, La Habra Way, Tolenas Court, San Ramon Way, San Ysidro.

Phase 4,5,6's night work for water main installation on Watt Avenue from San Lucas Way to Arden Way (Zone A) is scheduled from Sunday April 14th through mid-June 2024. Night work hours that are from 9:00PM to 6:00AM and approved by Department of Transportation (DOT). Please exercise caution driving near lane closures and through detours as they are set up to safely drive into or out of from neighboring streets and along Watt Ave. A separate night crew will also be installing the new water services from the mainline along Watt Avenue in a few weeks.

McGuire and Hester will continue water main installation in Area C (see map), the tentative schedule for 4/8-4/12 includes: Coronado Blvd, Tolenas Court, La Habra and San Ramon Way. Residents and commuters should expect partial road closures along these streets. Please follow detour signs, lane and sidewalk closures and speed reduction signs. No parking barricades will be posted to help residents, visitors and commuters avoid parking in the construction zones. Please adhere to the no parking barricades to avoid towing. If you live on or near a street where work is being performed, please wait until a flagger or inspector waves you to ingress or egress to your home or to cross the street safely. Remember to stay clear of the equipment and construction activities to ensure safety for those not wearing proper personal protection equipment. Additionally crews will be performing potholes on Cayente Way and taking preconstruction photos in backyards along Castec Drive.
Paving will occur next week in Phase 3, please note detours along La Sierra and neighboring roads such as La Goleta Way, San Ramon Way, Coronado Way and Santa Rita Way.

Please follow detour signs, lane and sidewalk closures and speed reduction signs. No parking barricades will be posted to help residents, visitors and commuters avoid parking in the construction zones. McGuire and Hester has begun installing construction stakes for water meters and fire hydrants locations throughout the Phase 4, 5 & 6 Project boundary. The project is broken into ten sub areas (A-J) and will follow the following construction sequence:

As the start of water main installation nears, fire hydrant stakes have been installed and can easily be identified with a flyer stapled to the stake. Construction stakes match the design plans for each specific property. Please do not remove construction stakes. At this point, facilities posing constructability conflicts will be considered for changes to their staked location. Please keep in mind that the sequence of construction still requires the water main installation first, this in turn means that there will be a lag of time in between the stakes posted and the meters and fire hydrants installed. We ask that you monitor all children and pets inclined to move or remove the stakes. We appreciate your cooperation.

You are invited to attend the public meeting to learn about the Phase 4, 5 & 6 Pipe and Meter Installation Project prior to construction start. We are tentatively scheduled to begin in late October 2023. SCWA Engineers will present the construction project and answer questions.
